Tier-1 and tier-2 on the factors that actually decide

Conditions that make a tier-2 site succeed
- The scope is stable enough to train for rather than hire for.
- A credible site leader is committed before the first cohort, not after.
- Local or regional institutions produce the core skill in volume.
- The parent has already operated in India and knows what it is transplanting.
- The plan assumes slower replacement and staffs a deliberate bench.
- Connectivity and travel patterns support the governance rhythm the scope needs.
The anchor-and-satellite pattern
Most organizations that succeed in tier-2 did not start there. They established an anchor site where scarce skills and leadership were available, proved the operating model, then moved volume scope to a lower-cost location with people who had already run the work.
Starting in tier-2 to save cost on a first center usually trades a modest wage saving for a large execution risk — the two hardest things, learning to operate in India and operating in a thinner market, arrive at the same time.

The question we ask before any tier-2 recommendation is simple: who is the site leader, and have they said yes? If that person does not exist, the cost model is describing a center that will not perform as modelled.
Tier-2 rewards the second decision more reliably than the first. Prove the model where the market is deep, then take it where the cost is lower.
Frequently asked executive questions
- Do tier-2 cities really have lower attrition?
- Typically yes, because there are fewer alternative employers within reach. That advantage erodes as more centers open in the same city, so the plan should assume the local market resets rather than treating early retention as permanent.
- Can a tier-2 site hire senior engineering leadership?
- Sometimes, through returners with family ties to the region. It is a deliberate search rather than a pipeline, so treat it as a gating dependency for the site and start it before the launch date is committed.
- How much cheaper is a tier-2 location?
- The differential is real across wages and facilities, but it varies enough by city and skill profile that a generic figure would be misleading. Model it with current, role-level compensation data for the specific cities on your shortlist.
- Is a multi-city GCC harder to govern?
- Yes, and the overhead is often underestimated. Two sites need explicit work allocation, duplicated leadership layers and a deliberate cultural link. It is worth it when scope volume justifies it, not to spread risk.

We do not publish generic per-seat or per-FTE benchmarks as if they were universal. Compensation, real estate, statutory cost and attrition vary materially by city, role mix, seniority and hiring speed, and a business case built on an averaged benchmark is usually wrong in both directions at once.
The models we build with clients use your own baseline cost, your own role mix and your own ramp assumptions, then stress-test them with sensitivity ranges rather than presenting a single deterministic number.
